The short answer
Add three things to the $500 build: a 4 x 8 ft overhead rack (105 cubic feet, 750 lb rated), a 48-inch bench with a solid rubberwood top and ten height steps, and WEN's GG422B tool chest — the cheapest chest anywhere that publishes 100 lb per drawer. That is a fully working garage, missing only a cabinet, a floor and real heating.
What this adds over the $500 build
The $500 build makes a garage usable: lit, clear floor, things on walls. This one makes it a place you work in.
- An overhead rack, which takes the seasonal pile off the floor entirely and frees the wall shelves for things you use.
- A bench, now that the storage is sorted and you know which wall is free.
- A tool chest with a published drawer rating, so the heavy organized storage has somewhere trustworthy to live.

The overhead rack: measure first

Buy a vise next
Genuinely the best remaining purchase at this point, and it is cheap. A 6-inch metalworking vise with a swivel base holds, files, cuts and has an anvil face for the hammer blows you should not put on the jaws.
