Heads up: buy through a link here and we earn a commission from Amazon, at no extra cost to you. It never changes which product we rank first — how that works.
The short answer
CRAFTSMAN's 26-inch combo is the budget pick because it publishes what it can do: 30 lb per drawer, 20-24 gauge steel and a 300 lb total rating. The genuine surprise is JOYBASE's wood-top cart, which publishes a 100 lb per-drawer slide rating — matching the premium brands — on four drawers and a solid wood top at a budget price.

What 'budget' actually costs you here
Not necessarily quality. What it reliably costs you is documentation, and that gap is worth understanding before you decide it does not matter.

Two products publish a per-drawer rating. Four publish nothing load-related at all. None publishes a steel gauge except CRAFTSMAN.
The JOYBASE anomaly
Worth singling out, because it is the one genuinely surprising product in this category. JOYBASE's rolling cart publishes 100 lb capacity ball-bearing slides — the same figure CRAFTSMAN's S2000, WEN's premium cabinets and Husky's mobile workbenches publish, at a fraction of the price.
It also publishes a solid wood top that works as a genuine work surface, a fold-out side tray for extra space, and perforated side panels so screwdrivers and wrenches hang on the cart rather than living in a drawer.
What it does not publish: a steel gauge. And the real limitation is the drawer count — four drawers makes it a work cart with storage rather than a tool chest. At 93 lb with a small footprint it is also top-heavy when loaded.
For somebody who wants a mobile work surface with four trustworthy drawers, it is excellent value. For somebody who needs to organize a large tool collection, it is not enough drawers.
Judging a chest with no published specs
Four of the six here publish nothing load-related, which is the normal condition of this price band. Three proxies, in order of usefulness.
1. Empty weight relative to size
More steel is more steel, and this is the most reliable signal available. For reference from the premium tier: CRAFTSMAN's S2000 is 199 lb at 52 in., WEN's is 212 lb at 52 in., WORKPRO's is 302 lb at 72 in.
In this budget group: Goplus is 38 lb at 23.5 in. (light, and small), INTERGREAT and Maxority are 60 lb across eight and seven drawers respectively (thin), Oakcloud is 70 lb, JOYBASE is 93 lb across only four drawers — which is the heaviest steel per drawer here and consistent with its 100 lb slide claim.
2. What they DO publish
A brand that publishes its dimensions, its caster count and its drawer mix has at least measured something. Goplus publishes 23.5 x 11 x 40 in. exactly, which is more than half this category manages — and the 11-inch depth it reveals is the key limitation, because a socket rail does not fit across it.
3. The features that are cheap to add versus hard to fake
Easy to add: more drawers, a top box, hooks, a liner. Hard to fake: weight, and a published slide rating. Prefer a chest with fewer drawers and a stated rating over one with thirteen drawers and no figures.
Features worth having at this price
All four casters locking — Maxority publishes this, and many chests at three times the price only brake two. On a rolling chest, it is the difference between parked and nearly parked.
A locking bar across the drawers — Goplus publishes one. On something that rolls, a bar stopping drawers sliding open mid-move is the right design.
Removable EVA liners — Oakcloud publishes removable; a liner you can take out and wash is a liner that does not become a permanent oil sponge.
Arriving assembled — INTERGREAT. Saves an evening, and at this price it is unusual.
A detachable top box — Oakcloud, INTERGREAT and Goplus all have one, which turns one purchase into a garage unit plus a portable one.
When to spend more instead
Two situations where the budget tier is the wrong purchase.
You own heavy tools. A full socket set, a set of combination wrenches, an impact wrench and a breaker bar are each substantial weights. On unrated slides, those drawers get progressively harder to open and eventually will not close — and a drawer that will not close is worse than no drawer.
You will roll it loaded. Thin steel racks when a loaded chest crosses a threshold, and once a frame has racked the drawers never run right again. WEN's 42-inch GG422B is the cheapest chest on this site publishing both 100 lb drawers and a steel gauge, and it is the natural step up.
Against that: a cheap chest used for five years beats a good chest you never bought. If the current alternative is a pile of tools on a bench, buy something now.

Make the most of what you buy
With a modest drawer rating, how you load the chest matters more. Spread heavy items across drawers rather than loading one, put the heaviest things in the bottom drawer, and use the walls for anything the chest cannot take properly.
CRAFTSMAN's 26 in. combo if you value knowing what you bought — it publishes 30 lb per drawer, 20-24 gauge steel and a 300 lb total. JOYBASE's wood-top cart is the surprise: it publishes a 100 lb per-drawer slide rating, matching the premium brands, on only four drawers.
What do you give up on a budget chest?+
Documentation, mostly. Five of the six chests here publish no per-drawer rating, no steel gauge and no caster rating. They may be fine — but you are buying on photographs rather than engineering, which is a legitimate choice as long as you know you are making it.
How can I judge a chest with no published specs?+
Empty weight relative to size is the best proxy. A 52 in. chest at 199-212 lb is carrying real steel; a 55 in. chest at 73 lb is not. Also look at what IS published: a brand that states its caster count, its drawer mix and its dimensions has at least measured something.
Is a 30 lb drawer rating usable?+
For hand tools, yes. A full socket set, a set of wrenches and a drill will each exceed 30 lb, so spread them across drawers rather than loading one. CRAFTSMAN publishing the modest figure rather than claiming nothing is the useful part.
Should I buy budget now or save for a documented chest?+
If you own heavy tools, save — a drawer that will not close is worse than no drawer. If you own hand tools and the alternative is a pile on a bench, buy now. A cheap chest used for five years is better value than a good chest you never bought.
