The short answer
CRAFTSMAN's 26-inch combo is the only one here that publishes real specs: 30 lb per drawer on full-extension ball-bearing slides, 20-24 gauge steel, a 300 lb total rating and 3 x 1 in. casters. It is small, and it tells you its limits — where the 8 and 13-drawer budget combos give you far more drawers and no verifiable figures at all.

What a combo actually gives you
Two things a single cabinet does not. Shallow drawers at eye level, which is where small hand tools belong because you can see into them. And in most cases a detachable top box, which turns one purchase into a garage unit plus a portable one.
What it costs you: commitment to both halves at once, and — in the budget tier — a drawer count achieved by making every drawer small.

Scroll the table sideways on a narrow screen.
One product publishes specs and five do not. CRAFTSMAN's 30 lb per drawer is modest — a third of the premium tier's 100 lb — and it is a real number you can load against. A full socket set in one drawer will exceed 30 lb, so load accordingly.
The budget combos may be perfectly adequate. The point is that you cannot know, and at 60-73 lb across eight or thirteen drawers plus a top box, the steel is thin somewhere.
Sormols' two-locks idea is the best in the category
Sormols' 13-drawer combo separates into a top toolbox and a bottom cart, each with its own independent lock. That is genuinely useful in two situations: a shared garage where two people need their own secured space, and a setup where one half travels to a job and one stays home.
It also uses sliding doors on the center riser and bottom cabinet rather than swinging ones, which means it works pushed against a wall — a small layout advantage that matters in a tight garage.
Thirteen drawers split 7 large and 6 small is also a published mix rather than a bare count, which is more useful than it sounds. A chest with thirteen identical small drawers holds nothing bulky.
Arriving assembled is worth something
INTERGREAT's 8-drawer combo ships assembled, which at this price is unusual and saves an evening. WORKPRO's 52-inch goes the other way: two packages, assembly required, which is unusual for a chest at that price and worth knowing before it arrives.
The trade with assembled units is a bigger box and more shipping-damage risk. Inspect on arrival before you load it.
EVA liners, and why removable matters
Oakcloud publishes removable EVA drawer liners; INTERGREAT publishes EVA padding that also provides heat insulation.
Liners cushion tools, stop them sliding when you roll the chest, and damp the noise. The detail that matters is removable — a liner you can take out and wash is a liner that does not become a permanent oil sponge. A glued-in liner is a drawer you cannot clean.
The casters
CRAFTSMAN publishes 3 in. x 1 in. casters with two locking, which is the smallest caster size on this site. On a smooth slab, fine; over a garage threshold, it will stop.
WORKPRO's 52-inch publishes four swivel casters with brakes — all four — plus protective corner bumpers, which is the detail that saves your car door. Oakcloud and Goplus both publish four casters with two locking.
All four braking is better than two, and it matters more on a tall combo than on a low cabinet, because a loaded top box raises the center of gravity.
The honest recommendation
If you want verifiable specs — CRAFTSMAN's 26 in. combo. Small, 30 lb per drawer, published gauge and total, CRAFTSMAN warranty. Then add capacity later.
If you want maximum drawers and two locks — Sormols' 13-drawer. Best layout idea in the category, nothing published about its construction.
If you want it to arrive built — INTERGREAT. Three drawer depths, assembled, lightest here.
If you own heavy tools — buy a documented cabinet from the main roundup instead, and add a matching top chest later. WEN and CRAFTSMAN both publish the matching model numbers.
A top chest and a rolling bottom cabinet sold together. The chest sits on the cabinet, giving you shallow drawers at eye level and deeper storage below, and in most cases the top box detaches so it can travel separately.
Is a combo better than buying separately?+
Cheaper, usually, and guaranteed to fit. The downside is that you are committed to both halves at once, and the budget combos achieve their drawer counts by making every drawer small. CRAFTSMAN and WEN both sell matching chests and cabinets separately if you want to stage the purchase.
Which combo publishes a drawer rating?+
CRAFTSMAN's 26 in. is the only one here, at 30 lb per drawer on full-extension ball-bearing slides, plus 20-24 gauge steel and a 300 lb total. The budget 8 and 13-drawer combos publish nothing at all.
Does the detachable top box matter?+
It turns one purchase into two tools: the cabinet stays in the garage and the top box goes to the job. Oakcloud, INTERGREAT, Sormols and Goplus all publish a detachable top. Sormols goes further and gives each half its own lock.
How much should I spend on a combo?+
The honest answer is that the budget combos give you drawer count and nothing you can verify, and CRAFTSMAN's cheapest combo gives you verifiable specs and a much smaller box. If you own heavy tools, buy a documented cabinet alone and add a chest later.
